For each hat:  Cut a piece of cardboard tube to about 3 inches.  Cut 4 ‘notches’ in the tube.  Then cut two of the sides at an angle.

Tape it up so you get your hat shape.

Gather some strips of black and white tissue paper.

And get some spray adhesive.

Spray the outside of the tube and first cover the top with a piece of tissue paper.  This is going to be where the candy comes out of.  Then wrap around the outside of the tube, using more tissue paper or spray adhesive as needed.  Tuck in the bottom.

Embellish your pilgrim hats and Indian headdress.

Fill each hat with your treats.  Get a 3 inch circle (for the pilgrim hat) or a 2 inch circle (for the Indian headdress).  Hot glue to the bottom to seal it up.

Once finished they are like little piñatas.  The kids can pop the top and see what surprises are inside!
